In a predawn pursuit, two agents watched a light go out, a line rise, and a flashlight beam stop short in front of empty space.
Two agents followed lights that seemed to belong to a car, but they left the road and vanished. About half an hour later, a kite-shaped object appeared, and a flashlight beam aimed at it seemed to stop in front of empty space.
A four-slide briefing summarizing four separate categories of unidentified anomalous phenomena observed in the western United States over two days in 2023 by seven federal law enforcement special agents (USPER1-USPER7). The slides describe: (1) orange 'orbs' that briefly appear and launch groups of two-to-four red 'orbs'; (2) a large fiery orange orb hovering silently near a rock pinnacle; (3) a 'Dark Kite' object with red and white lights initially mistaken for a car that moved laterally with 'zero resistance' across the desert; and (4) a 'Transparent Kite' canted object observed about 30 minutes later in the same area. AARO conducted follow-up measurements on at least one sighting, refining range and size estimates.
Three teams of two federal law enforcement special agents (USPER1-USPER6) independently reported seeing orange 'orbs' appear in the sky and emit/launch smaller red 'orbs' in groups of two to four (consensus three). Each orange orb was visible for only one or two seconds, then disappeared. Red orbs typically moved away from the orange 'mother' orb in a horizontal path; in some instances one red orb moved 'heading up at an angle' and another witness reported red orbs would 'swoop down' after launch. Stated to have occurred at least five times across two days; unclear if a single orange 'mother' orb or multiple were involved.
USPER5 and USPER6 observed a glowing orange orb at a witness-estimated range of 'approximately 500-600 meters' (AARO later assessed ~1050 meters) perched close to a rock pinnacle. Witnesses estimated size similar to a 'small helicopter cockpit'; AARO later assessed 12-18 meters in diameter. USPER6 noted it 'did almost appear it might have had a small spindle or something connecting it from underneath to the rock formation.' The object emitted no noticeable sound and 'seemed to be hovering with zero resistance or movement, or to be suspended.' Sighting lasted about a minute.
USPER5 and USPER6 observed what they initially thought was a car with two lights (one red, one white) about 2-3 feet off the ground traveling along a road in a restricted zone. As agents approached within a few hundred feet, the object suddenly moved laterally off the road over the desert without changing orientation, at an estimated 15-20 mph, with 'zero resistance' and no change in height. It stopped about 100 meters off the side of the road and turned off its lights. USPER6 used NVGs and saw the object 'for a split second in the NVGs before the light turned off'; with lights off, a 'very thin line' (~4 ft wide, horizontal to the ground) remained. The object then began moving again at ~15-20 mph and 'move[d] up in height...but [remained] a flat line' before being lost from sight. AARO later described the object as triangular.
Responding to a report of another unauthorized object, USPER5 and USPER6 returned with USPER7 and observed a kite-shaped object with a lighting pattern similar to the 'Dark Kite,' about 6 meters off the ground, canted at an angle from lower right to upper left, floating slowly with the wind. USPER5 used NVGs; USPER6 used the bare eye; USPER7 did not see the object. USPER5 reported they could 'vaguely see a bright star or two in the distance through the object, though somewhat more faint,' suggesting it was somewhat transparent. After losing sight, USPER5 used a spotlight; at one point the spotlight beam 'went from shining far into the distance to stopping about 50 yards away on nothing in particular, it just was not projecting into the distance and then it was.' When pointed at the same spot again, the light projected normally. The team could not reacquire the object.
"Three teams of two federal law enforcement special agents each (USPER1 through USPER6) independently describe seeing orange "orbs" in the sky emit/launch smaller red "orbs" in groups of two to four, with three being the general consensus."
Why it matters: Establishes multiple independent witness teams for the orb-launching-orb event.
Page 1
"The orange orb was only visible for one or two seconds."
Why it matters: Tight time-on-station constraint for the 'mother' orb.

Why it matters: Describes non-horizontal trajectory of a launched red orb.

Why it matters: Describes red orbs descending after being launched.

Why it matters: Witness range estimate for the Large Fiery Orb; AARO later assessed ~1050 m.

"small helicopter cockpit"
Why it matters: Witness size analogy for the Large Fiery Orb; AARO later assessed 12-18 m diameter.

"did almost appear it might have had a small spindle or something connecting it from underneath to the rock formation"
Speaker: USPER6
Why it matters: Suggests possible physical attachment of orb to the rock pinnacle.

Department of War briefing slides (4 pages) released 2026-05-08; incident dated 2023 in 'Western U.S.' Witnesses are seven federal law enforcement special agents pseudonymized USPER1-USPER7. Four distinct categories of phenomena: (1) Orbs Launching Orbs, (2) Large Fiery Orb, (3) Dark Kite, (4) Transparent Kite. AARO conducted follow-up measurements on the Large Fiery Orb (range ~1050 m, diameter 12-18 m) and reclassified the Dark Kite as triangular. Sensors mentioned: bare eye, NVGs, spotlight. No technical sensor data (radar, IR, etc.) is recorded. Per manifest description, AARO considers this 'among the most compelling' reports in its current holdings due to witness credibility and shared features with other AARO cases. Useful for cross-referencing with other orb/triangle reports and AARO case files.

It seemed to stop in front of empty space. When the agent shone it in the same direction again, it reached farther.
"similar to the Eye or [sic] Sauron from Lord of the Rings, except without the pupil, or maybe an orange Storm Electrify bowling ball"
Why it matters: Verbatim witness description of the orb's appearance.

"seemed to be hovering with zero resistance or movement, or to be suspended"
Speaker: USPER6
Why it matters: Describes anomalous lack of motion/resistance.

"Measurements later gathered by AARO assess the object to have been ~1050 meters away from the observers."
Why it matters: AARO post-hoc range correction (roughly double witness estimate).

Before dawn, two federal agents followed a red light and a white light along a road in the western United States. They thought they were looking at a car in an area with restricted access. As they drew closer, the light left the road and glided over the desert.
The incident took place in 2023. It is described in a Department of War document summarizing government employees’ reports of several events in the area over two days. In this case, a pursuit of something that looked like a car ended with a thin line that disappeared. About half an hour later, a kite-shaped object appeared. When an agent shone a flashlight at it, the beam seemed to stop in front of empty space.
The agents described the encounter during an investigation. The object they were following moved sideways without changing the direction it appeared to be facing. It neither rose nor fell as it moved, and it stopped about 100 meters from the road. Then its lights went out.
One agent looked through night-vision goggles, which allow the wearer to see in the dark. He noticed a thin line that remained after the lights went out. The line began moving again, rose, and stayed level. A few seconds later, the agent lost sight of it. The second agent described a dark, kite-shaped form with rounded sides. It was later also described as triangular.
About half an hour later, the two returned to the area with a colleague after a report of another object. The agents spotted a kite-shaped form a few meters above the ground. One watched it through night-vision goggles; the other saw it with the naked eye. Their third colleague did not see it.
The shape appeared to drift slowly with the wind. One agent could faintly see a star or two through it. After losing sight of the object, he tried to find it with a powerful flashlight.
The agent described a moment when the flashlight beam stopped reaching into the distance and appeared to end in a spot where nothing was visible. When he shone it in the same direction again, the light reached farther. The team could not find the object again.
The objects’ identities and the reason the flashlight beam seemed to stop briefly remain unknown. The document includes no technical data that identifies them and offers no conventional explanation.
The flashlight beam reached into the distance again. The spot where it had stopped remained empty.
