Several federal agents reported unidentified phenomena in the western United States over two days in October 2023. The record includes one agent’s firsthand account but does not specify what they saw.
An UNCLASSIFIED AARO Memorandum for Record (DOW-UAP-D083), signed by AARO Director Jon T. Kosloski, presenting the verbatim first-hand narrative of Witness 5, a U.S. federal law enforcement special agent. Witness 5 was one of several agents who reported observing unidentified anomalous phenomena over two days in October 2023 in the western United States. The narrative describes orange and red orbs hovering and releasing smaller orbs near a mountain ridge, white flashes in the sky, and a red/white light pair seen near a lake the next morning, including observations through night vision goggles and thermal binoculars. The document references three accompanying images (sketches) the witness made of the sighted formations.
While driving an unpaved road toward sunset, Witness 5 and another special agent noticed a large orange light ahead and slightly right at 1858. The orange light appeared placed on something, though nothing could be identified holding it up; it seemed to hover with zero resistance or movement, suspended just over a distinctive peak in the ridge line, lasting about a minute.
Around 1918 the agents saw a large red orb at further distance facing north and slightly west. Witness 5 reports two smaller red orbs releasing from the larger one going west, released simultaneously and moving away; one moved horizontally at steady speed, the other (fainter) went up at a slight angle. The large orb did not move and all lights were gone in about 10 seconds. A white flash of light then appeared in the sky to the west.
At 1937 the large orb was seen again, to the left/front, lasting about 10 seconds. A similar white flash of light appeared in the sky more to the southwest. The agents set up a camera approximately 3 miles from the parked vehicle in hopes of capturing anything that returned.
Around 0430, driving near a lake, Witness 5 noticed two lights about 2-3 ft above the ground, on the far side of the road over the pavement: one white and square, one round and red (red diagonally up-left of the white). As the vehicle slowed (~100 ft away) and an oncoming vehicle approached, the light pair drifted off the road into the sand and hovered with zero resistance, then moved at about 15-20 mph. Through NVGs the pair appeared briefly, then the lights turned off leaving a very thin horizontal line about 4 ft wide that moved at the same speed and rose in height while staying flat.
Around 0530, while searching with NVGs and thermal binoculars, an agent said 'I see it!' and noted a cobweb-like object floating upward against natural flow. Witness 5 then saw a faint, not perfectly outlined formation of lights moving together, ascending and moving slightly side to side as if evading notice or blending into the stars, more than 20 ft in the air. After looking at a reference light and readjusting, the same formation reappeared at the opposite angle but same height and location before fading.
Returning to the field, the agents noted odd, very fresh, sharp scrapes in the dirt around a certain plant, symmetrical and round but not always a full circle, despite no wind the prior night. The same plant elsewhere showed no similar markings regardless of size.
"Upon closer look, the orange light appeared to be placed on something, although nothing could be identified to be holding it up. It seemed to be hovering with zero resistance or movement, or to be suspended just over a distinctive peak in the ridge line."
Speaker: Witness 5
Why it matters: First-hand description of an unsupported hovering orange light

"I am certain I saw two red, smaller orbs release from the larger one going west, towards . One released at a steady speed and horizontally... They were simultaneously released, moving away from the larger orb. The larger orb did not move during this time, and all lights were gone from every orb in about 10 seconds."
Speaker: Witness 5
Why it matters: Describes a large orb releasing smaller orbs, a recurrent UAP report motif

"I saw the light pair for a split second in the NVGs before the lights turned off and I saw a very thin line remain, maybe 4 ft wide, horizontal to the earth (See Image 1)."
Speaker: Witness 5
Why it matters: Under night vision the light pair resolved to a thin horizontal line — a specific instrumented observation
Page 3
"There was an identical cob web floating nearby, but floating and flowing down towards the earth. The second was moving up, but not with a natural flow. That's when I could see a shape, not perfectly outlined, but faint lights in a perfect formation that moved together (See Image 2)."
Speaker: Witness 5
Why it matters: Describes a filament moving upward against gravity associated with a light formation

"The sharp cut in the dirt was symmetrical and round, but did not always make a full circle. At other times, this exact plant did not have any similar markings, regardless of size."
Speaker: Witness 5
Why it matters: Reported physical ground trace correlated with the sighting

OCR is generally readable but contains scanning artifacts ('naiTative', 'tum', 'lai-ge', 'cob web'). The document is one of a numbered set of witness narratives ('Narrative Statement 5', 'Witness 5') for a single multi-agent October 2023 Western U.S. Event; expect sibling documents for other witnesses. Heavily redacted: agent names, license plate, GPS coordinates, highway/lake/base/park names, and peak/landmark references are all blacked out. Three witness sketches (Image 1, 2, 3) are embedded; Image 2 caption text reads roughly 'White light / Outline was not defined, but location of lights moved in exact formation.' Signed by AARO Director Jon T. Kosloski.
The summary says there were several agents but does not give the total number.
The summary does not say what they saw or explain the sightings.

In the western United States, several federal agents reported seeing unidentified phenomena over two days in October 2023. One agent gave a firsthand account of what they saw.
The odd detail is that the record confirms there were multiple reporters but doesn’t describe the sightings. It also doesn’t say whether the agents saw the same thing or were together when the sightings occurred.
The information appears in an official summary of a document from the U.S. Department of War. The summary says the document includes a firsthand account from Witness No. 5. In other words, one agent described their own sighting rather than simply passing along something they had heard from someone else.
The witness was one of several federal law enforcement agents in the United States. The summary does not give the total number. Nor does it say what each agent saw, or whether the firsthand account describes the same phenomenon the others reported.
According to the summary, the agents reported observing unidentified phenomena over two days in October 2023 in the western United States. The phrase describes things that were observed but not identified. It does not say what they were or explain what caused them.
The location is described only as “the western United States.” The record available here does not name a city or give a more precise location. Parts of the record are redacted, so its full contents are not visible. The summary itself is brief and adds no description of the sightings or what happened while they were taking place.
It is not known what the agents saw, where exactly they observed the phenomena, or what might explain them. The summary offers no conventional explanation, nor does it determine what caused the sightings.
The picture remains incomplete: several agents, two days of reports, and one account that doesn’t say what appeared in the sky.
