Several agents working for the U.S. government reported seeing unidentified phenomena over two days in the western United States. The summary says one of them gave a firsthand account but does not specify what he saw.
A Department of War (Office of the Under Secretary of War for Intelligence and Security) memorandum for record dated 02 June 2026 presenting the first-hand narrative of Witness 4, one of several U.S. federal law enforcement special agents who reported observing unidentified anomalous phenomena (UAP) over two days in October 2023 in the western United States. The bulk of the document is Witness 4's verbatim free-form account of repeated nighttime sightings of bright orange lights, light clusters forming geometric patterns, 'hatching' lights, chemtrail-like phenomena, and a hovering dark object. The memo is signed by Jon T. Kosloski, Director, AARO, and references a sketch provided by the witness.
Witness 4 saw a bright ball of light like a shooting star beam across and over a hillside, approx. 1-2k above ground level, orange/yellow and white, visible for one to two seconds, appearing to come toward the hillside and the witness from less than a quarter mile away. Color shifted amber to orange to slightly yellow to white. No other lights and no mechanical/aircraft sound were noted.
With the naked eye and night vision goggles, Witness 4 observed multiple singular bright orange lights/orbs of varying brightness, size and distance. NVGs revealed additional lights, some organized in evenly spaced lines of three at various altitudes just above the skyline, most visible for 1-2 seconds. Very bright orange lights appeared to 'hatch' smaller orange lights (more than five occurrences) that fell like flares. Nine evenly spaced static lights formed a horizontal line above a ridgeline for 30+ seconds, with smaller lights clustering in combinations of three before disappearing and reappearing directly behind the witness.
Witness 4 saw the same light phenomenon plus what appeared to be chemtrails about 10 finger lengths from the highest ridge point, white and moving up toward the atmosphere, with no visible aircraft. One chemtrail disappeared and another made a U-turn falling quickly toward the ground; a plane was then seen in the same southeast direction, along with a string of lights resembling a Starlink deployment. A light source above the southeast ridgeline produced four smaller lights, three forming a horizontal line and the fourth traveling westward. Later, a light source darted between the top and bottom of a mountain ~4 miles away within seconds, producing no dust cloud over desert terrain, observed traversing mountain to mountain for ~30 minutes. A very bright white light appeared below a ridgeline, steady and starlike, then shifted from the witness's right field of view to an equally bright light on the left at eye level before both disappeared. Between 1-3am, distant lights continued appearing and disappearing, grouping into horizontal lines and forming diamond or hexagon shapes distinct from the stars beyond.
Witness 4 saw lights moving horizontally just above a ridgeline, most appearing suddenly and traveling northbound, with other small or distant lights overhead. The lights clustered into patterns such as diamonds and triangles and moved in unison.
Witness 4 saw at least four lights hovering and moving at ~6k above ground level, appearing out of nowhere and moving horizontally northbound while hovering periodically. At ~400 meters, the witness saw an object slightly darker than the dusk sky and lighter than the terrain, with a faint static red light, hovering between two mountain ridges and appearing to use the terrain to stay hidden. It appeared to have come from the south, emitted no sound or emissions, and did not move despite heavy winds at that altitude. Beforehand, lights had skirted above the ridgeline south to north twice within 15 minutes.
While ~2k above ground, Witness 4 saw a stationary yellow light at eye level below a hillside ridgeline near buildings. Unsure if it was manmade until it brightened and quickly moved north to south. The witness watched it for ~10 minutes until it moved behind another hillside, estimating it was roughly 16 miles away.
"Sometime in October 2023, just after sunset (7PM), I saw a bright ball of light like a shooting star beam across and over a hillside. The light was approximately 1-2k above ground level, was orange/yellow and white in color and appeared for about a second or two."

Why it matters: Opening first-hand description of the initial sighting with specific altitude, color, and duration details

"Later, I observed multiple singular very bright orange lights that appeared to shoot out smaller orange lights as if being hatched from the larger very bright orange light. The hatching occurred multiple times, I lost track after five occurrences. The smaller lights seemed to travel downwards like a falling flare."
Speaker: Witness 4
Why it matters: Describes the recurring 'hatching' behavior where large lights emit smaller lights

"Soon thereafter I saw nine lights formed a horizontal line just above a ridgeline. The lights were static, not moving, evenly spaced apart and were visible for 30+ seconds."
Speaker: Witness 4
Why it matters: Distinct formation of nine evenly spaced static lights

"the light darted between the top and bottom of the mountain within seconds, which would not be feasible for a standard vehicle to do. Moreover, this was desert terrain and very rough dirt roads; the light produced no dust cloud and moved steadily."
Speaker: Witness 4
Why it matters: Witness reasons that the observed motion is inconsistent with a ground vehicle

"At approx. 400 meters away I saw an object that was slightly darker than the sky at dusk and lighter than the color of the terrain. There was a faint red light on the object which was static and hovering in between two mountain ridges. This looked like an actual object and from my vantage point it seemed to be using the terrain to stay hidden."

Memorandum is one of a series of AARO witness narrative statements for the October 2023 'Western U.S. Event' involving multiple U.S. federal law enforcement special agents. This is Narrative Statement 4 (Witness 4). Document references a witness-provided sketch that is not reproduced as legible content in the extracted text. Witness 4 used the colloquial term 'chemtrails' and compared a string of lights to a 'Starlink deployment'; these are the witness's own characterizations, not official identifications. Clean OCR, fully UNCLASSIFIED, no redactions present.
The summary does not say what they saw or what the phenomena looked like.
The summary does not say whether the reports described one sighting or different ones.
The summary does not explain why the details are omitted.
Speaker: Witness 4
Why it matters: The closest, most structured object observation, described as deliberately using terrain to stay hidden

"No sounds, emissions observed and no movements despite heavy winds at that altitude on that evening."
Speaker: Witness 4
Why it matters: Notes that the hovering object held position against heavy winds and emitted no sound or emissions

In the western United States, several agents working for the U.S. government reported seeing unidentified phenomena. One described what he saw firsthand.
The reports spanned two days in October 2023. That is all the official summary says about the sightings themselves: not what the agents saw or what it looked like. The summary does note that the document includes one agent’s testimony, but it does not reveal what he said.
The summary identifies the man as Witness No. 4. He was one of several federal law enforcement agents who reported seeing unidentified phenomena. In other words, they saw things they could not identify. The summary does not say how many agents reported sightings or whether they all saw the same thing.
The testimony was given to a U.S. office that investigates anomalous phenomena. According to the summary, the document presents the witness’s account in the first person: it is not a story someone heard and passed along, but an account from someone who said he saw the phenomenon himself. The summary includes neither his words nor any details about what he saw.
The report establishes when and where the sightings took place: over two days in October, in the western United States. It also says that several agents reported sightings and that one gave a firsthand account. Those details connect the reports, but do not clarify what the agents saw.
The document was made public in 2026. Its official summary is brief and does not include the witness’s own description. It also does not explain why those details are missing. So the summary offers no way to know whether the agents saw a light, an object in the sky, or something else. Those are only possibilities, not information in the source.
It is not known what the agents saw, whether they all saw the same thing, or what happened on either of the two days. The summary offers no conventional explanation for the phenomena and does not explain why the details of the testimony are omitted.
There is a firsthand account and there are several reports. But the sightings themselves remain outside the summary.
