Several U.S. law enforcement agents reported seeing unidentified phenomena in the American West over two days in October 2023. One gave a personal account, but the excerpt provided does not describe what he saw.
An unclassified AARO Memorandum for Record, dated 02 June 2026 and signed by AARO Director Jon T. Kosloski, that presents the verbatim first-hand narrative of Witness 1 regarding a UAP event in the western United States in October 2023. Witness 1 was one of several U.S. federal law enforcement special agents who reported observing unidentified anomalous phenomena over a two-day period. The narrative describes glowing balls of light near hillsides, smaller red lights departing the objects, accompanying horizon flashes, and a transparent hovering object resembling a vehicle.
Other teams reported weird lights moving along in groups miles away. Witness 1 could not see them from their vantage point, though believed they theoretically should have been able to.
While driving through a valley, Witness 1 and another team member suddenly noticed a large glowing ball of light about 90 degrees to their right, near a hill face later range-found at about 1100 meters. It was a well-defined circle of light resembling a swirly pattern of bright lava, with no visible structure at the edges; through binoculars it appeared to have a line or spindle below possibly touching the hillside. No glow was observed behind or below it and no sound was heard. It was visible for a minute or two then was simply no longer visible without fading.
About 20 minutes later, another similar object lit up in the sky over another hillside slightly to the right of front, several miles away, for only a second or two. While lit, three evenly-spaced red lights flew out and away from it moving fast. Simultaneously a brief flash appeared from over the horizon to the left, lighting up the sky.
The experience repeated about twenty minutes later, with the orange ball appearing to the front and slightly to the left. This time the red lights left in a different pattern: one flew straight out, one flew up horizontally, and another flew down horizontally, appearing to fly away in a vertical alignment of three lights. A flash accompanied this event as well.
While driving, the witnesses gained on a car ahead that had mismatched taillights (one red and one white, one round and one square). As an oncoming vehicle was about to pass it, the car moved off the road to the right; the oncoming vehicle passed as if it did not see it. The object did not bounce with the terrain but seemed to hover, kicked up no dust, and stopped with its lights facing the witnesses regardless of their direction. When the witnesses stopped, the lights turned off and a darker object was seen moving up and behind them as it flew away. No sound was heard with windows rolled down. It reminded the witness of a Toyota Prius, though its shape was hard to identify.
About an hour or two after the road encounter, while stopped, the witnesses observed dust and thick spider-web-looking material floating in front of them, then saw what looked like the same object floating in a more vertical orientation amid the dust, about 15-20 feet up. The two light spots (one round, one square) were visible but unlit. A star, the crest of the hill, and vegetation could be seen through the object, like looking at something through water; its shape and borders remained hard to define.
"As we headed through a valley area we suddenly noticed a large glowing ball to our right 90 degrees from where we were. It looked like it was between us and a hill face, and initially I guessed it was 500 to 600 meters away, though another later day I was able to use a range finder to put the distance to the hillside at about 1100 meters."
Speaker: Witness 1
Why it matters: Firsthand account with a measured range-finder distance to the object's apparent location.

"It was just a circle of light that looked like a swirly pattern of bright lava... but had no visible structure at the edges to show what contained the light or why it was where it was."
Speaker: Witness 1
Why it matters: Detailed firsthand description of the object's appearance and absence of visible structure.

"While it was lit, it appeared three red lights flew out of and away from it. They seemed evenly spaced apart and moved pretty fast, quickly disappearing from sight. At the same time the orange light lit up, there appeared to be a flash from over the horizon to the left."
Speaker: Witness 1
Why it matters: Describes objects emitting smaller red lights coupled with a synchronized horizon flash.
Page 2
"It did not bounce or move with the terrain, but seemed to hover. It did not kick up any dust either... When we stopped the lights turned off and I could see a darker object moving up and toward behind us as it flew away."
Speaker: Witness 1
Why it matters: A vehicle-appearing object exhibiting non-physical hovering behavior and flight.
Page 2
"as it floated past I could see a star through the object, as well as the crest of the hill and some vegetation. It was almost like looking at something through water where it was not completely clear."
Speaker: Witness 1
Why it matters: Reports apparent transparency of a solid-seeming object, a striking anomalous attribute.

The excerpt provided does not describe what they saw.
The excerpt does not say whether anyone found an ordinary explanation.

Several U.S. government law enforcement agents reported seeing phenomena they could not identify in the American West. The reports came over two days in October 2023.
The curious detail is that the record mentions several witnesses but does not describe what they saw. It does say that one of them gave a personal account to a U.S. office that investigates anomalous phenomena.
According to the record, several federal agents reported seeing unidentified phenomena over two days. It does not say whether they all saw the same thing or whether each saw something different.
The incident took place in the American West. The record provided here does not name a city or give a more precise location. It also provides no details about the time, the circumstances of the sighting, or what the agents were doing when it happened.
The record refers to a first-person account from one of the witnesses. He was one of several federal law enforcement agents who reported the phenomena and gave his account to the U.S. office that investigates anomalous phenomena.
The document excerpt provided here does not include the witness’s account. It therefore offers no description of the shape, color, movement, or distance of what he saw. All we know is that the witness gave a personal account and that reports from several agents spanned two days.
It is not known what the agents saw, exactly where the incident took place, or whether anyone found an ordinary explanation. The excerpt provided does not say what the witness’s account contained.
Two days of reports, and still no picture of what the agents saw. Only one witness left a personal account in the record, but his words do not appear here.
