Several U.S. law enforcement agents reported seeing phenomena they couldn’t identify over two days in October 2023. The record includes an account from one of them, but doesn’t say what the phenomena looked like.
A 2 June 2026 AARO Memorandum for Record presenting the verbatim first-hand narrative of Witness 3, one of several U.S. federal law enforcement special agents who reported observing unidentified anomalous phenomena (UAP) over two days in mid-October 2023 in the western United States. The witness describes a large color-cycling orange orb that expelled three smaller red orbs, and on a later night four red lights hovering over an airfield, additional orange orbs near a ridgeline, and a vehicle that appeared to evade pursuit by floating off-road across rough terrain. The document is signed by Jon T. Kosloski, Director, AARO.
While conducting work-related activities and traveling with one other agent, the witness, looking east at roughly dusk under a clear sky, saw a large orange orb seemingly approaching. The orb alternated between clear and orange in roughly two-to-three-second cycles, with a visible outline even when clear, and moved about 20 degrees of sky in three to five seconds. At about 45 degrees elevation it expelled three smaller red orbs in what appeared to be a mechanical manner; the red orbs moved south in a straight line spaced about one second apart until out of sight. No sound and no exhaust trails were noted. The whole event lasted about 30-45 seconds.
At a different location under a clear sky, the witness used NVGs to scan the sky and saw four red lights coming from the north heading south, covering roughly 90 degrees across the sky in five to ten seconds. The four red lights stopped and hovered in a square formation over each corner of an airfield. Simultaneously, looking south, the witness observed possibly two orange orbs coming from the east, hovering near the slope of a west-facing ridgeline. A vehicle below the witness's position flashed its headlights at a slow methodical tempo. The witness and partner drove down (lights off, using NVGs) toward the vehicle, but could get no closer than about 100 yards; the vehicle kept its distance, then floated off the road to the south across rough terrain where no roads existed. A later search found no tire tracks. The vehicle was seen out in the brush with a single light that faded out. When the vehicle was gone, so were the orbs. The occurrence lasted about 2-3 minutes.
"I was looking east when I saw a large orange orb in the sky seemingly coming in my direction. I recall my partner asking, "are you seeing this?""
Speaker: Witness 3
Why it matters: Firsthand account corroborated in the moment by a second federal agent witness.

"When the orb was at approximately 45 degrees (halfway between the horizon and directly overhead), it expelled three smaller red orbs. The expulsion appeared to be mechanical."
Speaker: Witness 3
Why it matters: Describes an orb apparently ejecting smaller objects in a seemingly mechanical manner.

"Comparatively, I'd say the red orbs were like grapes being expelled from a basketball."
Speaker: Witness 3
Why it matters: Vivid size/scale comparison conveying the relative dimensions of the objects.

"These four red lights stopped above an airfield and hovered in what appeared to be a square over each corner of the airfield."
Speaker: Witness 3
Why it matters: Describes a structured four-point hovering formation over a specific installation.

"the vehicle then seemingly floated off the road to the south, across rough terrain. There were no roads and later we searched for tire tracks but didn't find anything."
Speaker: Witness 3
Why it matters: Describes an apparently ground-based vehicle behaving anomalously and leaving no physical trace.

"When the vehicle was gone, so were the orbs."
Speaker: Witness 3
Why it matters: Suggests a perceived correlation between the evasive vehicle and the aerial orb phenomena.

No redactions present; witness is anonymized as 'Witness 3' and the location is generalized to 'western United States'. Signed by AARO Director Jon T. Kosloski.
The record doesn’t describe their appearance.
The source identifies only the western United States.
The source doesn’t explain what prompted them to report it.
In the western United States, several law enforcement agents saw things they couldn’t identify. The sightings took place over two days in October 2023.
They were federal agents, meaning law enforcement officers who work for the U.S. government. Several reported seeing phenomena, but the record includes an account from only one of them. That gap leaves us with one intriguing detail: several people saw something, yet we have no description of what they saw.
The record includes an account from one agent, identified in it as Witness 3. The number is a label in the document; it doesn’t tell us who the other witnesses were or how many there were. The agent submitted the account to a U.S. office that investigates anomalous phenomena.
The source describes the agent as a firsthand witness. In other words, the agent saw the phenomena directly rather than hearing about them from someone else. That is all the account tells us: it gives no description of their shape, color, or movement.
The report covers a two-day period in October 2023 in the western United States. Several law enforcement agents reported seeing phenomena they couldn’t identify. The source links the witnesses by saying they reported sightings in the same area and during the same period.
But the record doesn’t say whether they all saw the same thing or different things. It also doesn’t detail what happened between the sightings over those two days. So the report can’t be turned into an account of one specific encounter, and we can’t know what prompted the agents to file it.
We don’t know what the phenomena looked like, exactly where they were seen, or what the agents thought they had witnessed. The record offers no conventional explanation and doesn’t determine what the phenomena were.
Several people saw something and reported it. But in the record that remains, the phenomena they witnessed are still faceless.
