A planning supervisor wrote to the FBI, reporting that he observed a twinkling point of light at high altitude through a telescope magnified 30 times. It remained stationary, then suddenly shot upward, moved eastward, and vanished below the horizon within approximately ten seconds. The writer believed it was a transparent plastic target balloon.
