Florence Dow read one issue, then wrote to the head of the FBI.
Florence Dow suspected a flying saucer magazine had communist ties. She contacted the head of the FBI, who stated that the agency does not make such determinations.
Section 10 of the FBI's 'Flying Discs / UFO' case file 62-HQ-83894 (variants 62-83894, 62-83894-444 etc.), 184 pages spanning roughly September 1966 through June 1977. By this period the Bureau's policy was settled: J. Edgar Hoover (and successors L. Patrick Gray / Clarence M. Kelley) routinely answered citizen letters that UFOs were 'not within the investigative jurisdiction of the FBI' and referred copies to the Director of Special Investigations, Office of the Inspector General, Department of the Air Force. The file is dominated by such citizen-correspondence-and-acknowledgment exchanges, with intermittent SAC airtels/LHMs forwarding magazines (AFSCA's 'Flying Saucers International' / Issue 24 with the Korendor message; IGAP's 'UFO Contact' dedicated to George Adamski), interviews of would-be witnesses (James E. Collins of Chesapeake VA on his 18 Jan 1967 abduction account; Paul L. Peyerl on his alleged 1944 Black Forest saucer photographs of a Kuehr-engineered craft; the anonymous Dallas female who reported UFO incidents over Africa, Antarctica and the DEW Line in 1967), Air Force teletypes about Project Blue Book / Dr. Edward U. Condon's University of Colorado study, and several late items including a 1971 anonymous threat to leak 'top-secret' Pentagon UFO documents to the New York Times, a 22 Aug 1974 NMCC inquiry to the FBI about an unidentified object recovered by Milwaukee police, and a June 1977 White House (Stanley Schneider / Office of Science and Technology Policy / Jody Powell) inquiry about Bureau handling of UFO reports following Project Blue Book's 17 Dec 1969 termination.
Paul L. Peyerl, ex-Luftwaffe test pilot, claims he photographed a saucer-shaped, radio-controlled craft 21 ft in diameter with rotating jet-engine exterior and stationary central dome at 7,000 m (20,000 ft) altitude. Designed by German engineer 'Kuehr.' Negative + 'still photograph at the risk of my life' shown to Miami FBI 26 April 1967.
Col. McLaughlin (missile expert) statement quoted in IGAP magazine: 'Many times I have seen flying discs following and overtaking missiles in flight at the experimental base at White Sands.'
Edward A. Stewart Jr. observed unusual sky object; ~2 hours later (8 Dec 1963) Pan Am 707 N709PA exploded mid-air near Elkton MD (73 passengers, crew of 8). Stewart claimed object was 'laying air mines'; CAB 1965 attributed crash to lightning strike. Harvard astronomer R. B. Southworth identified Stewart's sighting as a bolide.
"In response to your inquiry, this Bureau is strictly an investigative agency of the Federal Government and, as such, neither makes evaluations nor draws conclusions as to the character or integrity of any organization, publication or individual."
Speaker: J. Edgar Hoover (to Mrs. Levi J. Dow, 6 Sept 1966)
Why it matters: Standard FBI brush-off boilerplate; recurs throughout the section
Page 2
"matters pertaining to sightings of Unidentified Flying Objects or Flying Saucers are not within the jurisdiction of the FBI."
Speaker: J. Edgar Hoover (17 Oct 1966 to Paul L. Wright)
Why it matters: Defines the Bureau's standing 1960s-70s policy line
Page 20
"Make no mistake. Your government is not in the White House or the Congress. IT IS IN THE PENTAGON, AND IN THE HEADQUARTERS OF THE VAST 'DEFENSE'-ORIENTED INDUSTRIES."
Speaker: 'Master Kalen-Li Retan' of Korendor (via Bob Renaud), in 'Flying Saucers International' #24 — the article that triggered Mr. Cooper of the IRS to flag the magazine to the FBI
Why it matters: Reason the AFSCA magazine ended up in the FBI file (alleged 'CP line')
Page 10
"He believes that he was taken into this craft which he recalls as being made of a glass like substance and being transparent. It was manned by several individuals who appeared to be undersized creatures similar to members of the human race, probably not more than 4 feet tall. They were allegedly wearing regular trouser pants and T-Shirts."
Speaker: FBI memo (Mr. DeLoach et al.) re James E. Collins, Chesapeake VA, 18 Jan 1967
Why it matters: Rare contemporaneous FBI write-up of an alleged abduction; small humanoid description
Page 51
"Sometime during 1943, he graduated from the German Air Academy and was assigned as a member of the Luftwaffe on the Russian Front. Near the end of 1944, he was released from this duty and was assigned as a test pilot to a top secret project in the Black Forest of Austria... It was saucer shaped, about twenty-one feet in diameter, radio controlled, and mounted several jet engines around the exterior portion of the craft."

London letter forwarded re J. A. Hennessey
Likely reason: (b)(7)(D) — confidential source
Hennessey/Bennessey reference, indices block
Likely reason: (b)(7)(D); 'Exempt from declassification' stamp on Bates
name redacted in transmittal slip
Likely reason: (b)(7)(C) personal privacy (typical)
Edwards/Glenn Evans envelope writer not identified
Likely reason: OCR illegible vs. redaction
Anonymous Dallas female informant — name withheld at her request, not by classification
Likely reason: Source confidentiality (informant declined to identify)
Ozanne folder marked 'Top Secret' contents — military installation photos described only generically
Likely reason: Classified content not described
Section 10 is overwhelmingly one-way: citizen letters in, near-identical 'not within FBI jurisdiction' replies out, with copies referred to OSI / Inspector General, USAF. The substantively interesting material is concentrated in (a) SAC LHMs forwarding magazines (AFSCA Issue #24 with Korendor message; IGAP UFO Contact dedicated to Adamski), (b) the Peyerl Black-Forest 1944 saucer account (multiple identical copies of Miami LHM, pp.62-70 — likely a duplicated set in the OCR), (c) the Collins Chesapeake 1967 abduction memo, (d) the anonymous Dallas female's 1967 list of incidents, (e) the WSMR 29-personnel sighting March 1967 reproduced from El Paso Times in IGAP magazine, (f) the 1971 Army/ACSI transmittal and 1974 NMCC/Milwaukee inquiry, and (g) the 1977 White House OSTP procedural inquiry. Many pages are blank versos, mailing-room slips, or routing forms. OCR quality is poor (DPI 200, psm 6) — many newspaper columns are scrambled, and some apparent 'redactions' are simply OCR loss. Date range spans Sept 1966 - June 1977, so this is a late-period section despite the file's overall 1947+ scope. Flagged FOIA exemption appearances: (b)(7)(D) on London/Hennessey routing (p.144) per stamp 'Exempt From Declassification, Date 04-14-2026.' Cross-cuts strongly with Condon Committee (University of Colorado) and Project Blue Book termination materials.
It contained stories of encounters with beings from other planets and a long political message. Dow did not explain which detail aroused her suspicion.
No. He replied that the FBI does not make conclusions about organizations or publications.
Bufiles NOTE references Capt. Holder (USAF) and SA D. Arthur Byrnes Jr. interview of Lonnie Zamora of Socorro PD who observed the phenomenon. Albuquerque FBI took Zamora statement; FBI maintained liaison only.
Rex Heflin (Orange County Highway Dept) photographed UFO; USAF originally called it a hoax. Univ. Colorado's Robert Low termed it 'among the top four or five' photographic UFO evidence (re-examined 1967).
Civil Defense Director, an assistant dean, and 87 coeds reported a glowing object zip past dormitory and hover wobbling/glowing eerily over swamp for hours. USAF later attributed to 'unidentified college boys playing pranks with flares' / swamp gas.
Flaming object seen by 'thousands' from Washington to Boston; temporarily disrupted White Sox vs Senators ball game in Washington DC. USAF: 'probably a meteor.'
Fred Steckling (with wife Ingrid and son Glenn) filmed an 'armada' of 40-50 cigarette-shaped UFOs from train window using 8mm Revere camera, ~11:45 a.m., clear sky ~70 °F. 23 ft of Kodakcolour exposed. Film later viewed by NASA Goddard photo experts (27 Feb 1967) and Pentagon (Col. Freeman, 20 March 1967) who reportedly said 'This is the best film I've seen yet.'
James E. Collins (TV-repair shop owner) telephoned FBI 4:10 a.m. claiming an oblong transparent glass-like craft alighted on street, took him aboard for ~1 hour. Crew described as 'undersized creatures similar to members of the human race, probably not more than 4 feet tall,' wearing trousers and T-shirts. Collins coherent but emotional, no intoxicants, missing memory 8 p.m. - 4 a.m.
At least 29 WSMR personnel sighted UFOs 10:30-11 a.m. Thursday; 'silvery discs' at 20,000-25,000 ft, ~2,000 mph. Path: near Ruidoso → Holloman AFB → south toward Orogrande → disappeared over Sacramento Mountains. WSMR claimed radar tracking. Pentagon imposed information cutoff. USAF interceptors scrambled but none saw the objects. No missile firings at WSMR at the time.
City lights briefly dimmed; witnesses simultaneously saw colored object streak across sky. Press attributed dimming to lightning ~200 mi away.
~8:05 p.m. Ian Squire and Scott McNeill (~14 yrs) on bicycles saw red-and-green light hovering near Uplands Golf Clubhouse. Five minutes later Squire's grandmother drove right under same lights, which appeared spread across width of roadway, projecting only forward.
Juan Reyes Febles, director of Antares Astronomical Observatory, took 21 color photos of UFOs. Oval UFO at ~6 km north of city; indented rim, dark dome, distinctly white rim, one open porthole. Smaller objects ejected (blue/violet/orange). Lasted 1 h 40 min.
Anonymous young white female told Dallas FBI 9 Oct 1967 she had met a being from another planet 'who had assumed earthly form' in July 1967, who departed Earth on 21 Aug 1967. She subsequently received non-earthly messages alleging: (1) anti-missile missile fired at UFO over Africa 22 May 1962, deflected by force-field; (2) UFO detected 22,000 mi from Earth by radar c. 6 Aug 1967; (3) UFO over Antarctica 20 Aug 1967; (4) UFO over the DEW Line 'shot down' in past week, beings trying to recover.
Forrest E. Wood telephoned FBI HQ 12:50 a.m., stated he was a 'former CIA Agent' and had been seeing flying saucers. Tone of voice indicated intoxication; Wood said he had recently been discharged from VA psych ward. CIA indices check by Liaison Agent Papich found no record.
Dave T. Ozanne, identifying as USAF Captain in chaplain uniform with 'Top Secret' folder of military-installation photos, contacted Waco Tribune Newspaper night-shift supervisor seeking UFO information. Address: 3911 Bowser Apt 209, Dallas TX. Sgt. Stigliano reported to FBI; SA Jesinger interviewed.
5:55 p.m. unidentified object reportedly fell from sky, recovered by Milwaukee police (Capt. Wills); described as ~13×8×5 inches, metallic, jagged, with 'internal heat source.' At 12:07 a.m. 22 Aug 1974 Major Horn (NMCC Pentagon) called FBI to ask if Bureau had it. United Press International coverage same morning.
Speaker: FBI Miami LHM 8 June 1967 re Paul L. Peyerl
Why it matters: FBI-recorded 'Nazi flying saucer' / Black-Forest test pilot account; cites engineer 'Kuehr' and propellant chemistry
Page 63
"(1) An antimissile missile was fired at a UFO over Africa on May 22, 1962, but the UFO was protected by its 'force field.' (2) A UFO was detected 22,000 miles from earth by radar about August 6, 1967. (3) A UFO was detected over Antartica August 20, 1967. (4) A UFO was detected over the 'Dewline' in the past week and was shot down, and beings from outer space are trying to recover it."
Speaker: Anonymous young white female to Dallas FBI, 9 Oct 1967
Why it matters: Concise list of four claimed UFO incidents tied to Cold-War assets; force-field anti-missile claim
Page 102
"include information regarding the destruction of a moon explorer vehicle by beings from outer space, and how those beings shot down the Russian Cosmonaut."
Speaker: Anonymous Dallas female (paraphrased)
Why it matters: Implies extraterrestrial agency in Soviet space-program losses
Page 104
"There currently are rumors over the grapevine and in print that suggest men with oriental features wearing dark clothes go around terrorizing people who have had close-up views of UFO's. It is also rumored these creatures have impersonated armed forces officers and FBI investigators."
Speaker: Larry Stephens, Del City OK, 14 May 1969 letter
Why it matters: Early 'Men in Black' rumor reaching the Bureau directly
Page 140
"no UFO reported, investigated, and evaluated by the Air Force has ever given any indication of threat to our national security; (2) there has been no evidence submitted to or discovered by the Air Force that sightings categorized as 'unidentified' represent technological developments or principles beyond the range of present day scientific knowledge; and (3) there has been no evidence indicating that sightings categorized as 'unidentified' are extraterrestrial vehicles."
Speaker: USAF UFO Fact Sheet (1977 transmittal by Lt Col McClanahan)
Why it matters: Project Blue Book closing conclusions enshrined in 1977 USAF/FBI correspondence; 12,618 total sightings 1947-1969 with 701 'unidentified'
Page 177
"I claimed that the object which I seen was laying air mines and that this aircraft was destroyed by contact with one of these mines."
Speaker: Edward A. Stewart Jr. to Hoover, 19 March 1969
Why it matters: Citizen's persistent attempt to link a UFO to the Pan Am 707 N709PA Elkton crash; rejected by CAB
Page 129
"An investigation is under way at Holloman Air Force Base, N.M., with Maj. James Stephens, UFO officer, in charge. He, too, is not allowed to discuss... There is no indication when the Pentagon will release any information on the sightings — if ever."
Speaker: Dorrance Guy, El Paso Times (March 1967)
Why it matters: Documents an explicit Pentagon-imposed information embargo on the WSMR mass sighting
Page 87
"Wood stated he is a former CIA Agent and wanted to report to the Director that recently he has been seeing flying saucers... From Wood's tone of voice it appeared he was intoxicated. He advised that he was recently discharged as a patient from the psycho ward of a Veteran's hospital."
Speaker: FBI memo SA Stephen F. McInerney 16 May 1969 re Forrest E. Wood
Why it matters: Bureau actually ran CIA-indices check via Liaison Agent Papich on Wood's claim
Page 136
"In approximately seven months or January, 1972 [sic], certain copies of top-secret documents shall be sent to the New York Times as well as two other newspapers. These documents are related... and will be an ostentation of the involvement of the pentagon in the controversial Unidentified Flying Objects... It will show that not only the U.S. Air Force was involved in UFO research but the other military branches as well... we feel that the secret UFO investigations are parallel in nature to the Times-Pentagon Vietnam controversy."
Speaker: Anonymous letter to The Pentagon, 20 June 1972
Why it matters: Pentagon-Papers-style threatened UFO leak invoking 'General Wolfe... head of the Army's UFO support program in the Pentagon during the Eisenhower years' — referenced inter-service UFO research beyond USAF
Page 151
"advised that an unidentified object had been recovered by Milwaukee police at about 5:55 p.m., 8/21/74, but that it was still in possession of police... about 13 x 8 x 5 inches, metallic in substance and color, jagged on one side and had an 'internal heat source.'"
Speaker: FBI Intelligence Division memo (Smith → Wannall) 22 Aug 1974
Why it matters: NMCC and FBI both contacted re a small recovered object with 'internal heat source'; UPI coverage
Page 172
"Stanley Schneider of the Office of Science and Technology, White House, telephonically contacted me today to inquire as to the Bureau's procedure for handling information received from the public or otherwise, relating to sightings of UFOs. He advised that Jody Powell of the President's staff has raised the question as to whether or not there is any coordination within the Executive Branch relating to information concerning this subject."
Speaker: Jay Cochran, Jr. memo to Mr. McDermott, 14 June 1977
Why it matters: Carter White House (via Jody Powell) inquiring about federal UFO coordination eight years after Blue Book closure
Page 183
"I have known of no major officials of our Air Force, and few astronomers, who have told what they actually know about the visitors from space. It is a known fact that the secret files and confidential reports of the Air Force have never been released to the public, or even to high officers in the government."
Speaker: George Adamski (purportedly to Queen Juliana, Soestdijk Palace, 18 May 1959, as printed in IGAP UFO Contact)
Why it matters: Adamski's own retelling of his royal audience now sitting in the FBI's UFO file
Page 89
"this letter is in way of clarification and to enlarge upon my accident report... visions of flying objects are merely faulty visions controlled and is very real to that individual experiencing the phenomena. Breathing and acuity can be... absolutely manipulated[;] your lie detector tests can be positively controlled without your knowledge."
Speaker: W. R. Mahawalt, Harlingen TX, 20 Dec 1966 letter forwarded via FBI Mexico City to Federal Security Police
Why it matters: Disturbed correspondent's mind-control 'cobalt/laser' theory linking UFO visions to alleged covert tech in use 'for eight (8) years'
Page 53
"MANY TIMES I HAVE SEEN FLYING DISCS FOLLOWING AND OVERTAKING MISSILES IN FLIGHT AT THE EXPERIMENTAL BASE AT WHITE SANDS, NEW MEXICO, WHERE, AS IS KNOWN THE FIRST AMERICAN ATOM BOMB WAS TRIED OUT."
Speaker: Col. McLaughlin (Missile expert), 1949 statement reproduced in IGAP UFO Contact

Florence Dow opened her first issue of a flying saucer magazine. She read about UFOs — and then suspected the magazine was linked to communists. She couldn't explain exactly what had aroused her suspicion.
That issue featured stories of people who claimed to have met beings from other planets. Alongside these stories, a long message was printed, purportedly sent from a leader on a distant star. The message attacked the U.S. government and the fear of communism. Dow didn't specify which detail in the issue sparked her suspicion, but now we can see what she read.
Dow stated in her letter that she was a member of a flying saucer research organization. A coworker received a business letter from Arizona, and on its back was a stamp. Dow asked for the stamp and sent money to receive issues of the organization's magazine.
After reading the first issue, she wrote that the magazine was not exactly as it seemed. She added that her knowledge of communist methods was limited, and that she might be mistaken. Nevertheless, she expected to receive subsequent issues and wanted to clarify the matter beforehand.
Dow directly contacted J. Edgar Hoover, the head of the American Federal Bureau of Investigation, known as the FBI. She wrote that she considered herself a loyal American and asked if her name could be prevented from being associated with the Communist Party due to her magazine subscription.
Hoover replied a few days later. He wrote that the FBI investigates but does not make conclusions about individuals, publications, or organizations. He apologized for not being able to help and added that her letter would be kept in the office's records.
It is unknown what in the issue aroused Dow's suspicion, or if the magazine was indeed connected to communists. A note in the file stated that no record was found of Dow or the "Flying Saucer Clubs of America" organization.
Her letter remained in the file. Within it, among stories of visitors from space, Dow's question also remained.
