Pilots over Kazakhstan watched a light circle and disappear beyond the horizon. The plane passed beneath the trails it left behind, but it remains unclear what the light was or whether the photographs reached the embassy.
Unclassified U.S. State Department cable (MRN 94 DUSHANBE 259, DTG 310000Z Jan 94) from AMEMBASSY DUSHANBE to SECSTATE WASHDC, info AMEMBASSY MOSCOW (and Tashkent, Ashgabat, Almaty, Beijing, Bishkek, CIA, DIA), routine precedence, signed ESCUDERO. Reports that on January 27, 1994 Tajik Air's chief pilot, AMCIT Ed Rhodes, and two American pilot colleagues encountered a UFO at 41,000 feet over Kazakhstan (lat 45N, long 55E) while flying a Boeing 747SP. They observed an extremely bright high-altitude object for some forty minutes as it performed circles, corkscrews, and 90-degree turns at high speed and high G-loading; Rhodes photographed it with a pocket Olympus camera and later flew under contrails he estimated at ~100,000 feet. Rhodes opined the object was extraterrestrial and under intelligent control; the embassy reports without endorsement.
Tajik Air Chief Pilot Ed Rhodes and two American pilot colleagues, flying a Boeing 747SP at 41,000 feet, encountered a brightly lit object approaching from the eastern horizon at high speed and much higher altitude. Crew watched it for ~40 minutes as it performed circles, corkscrews, and 90-degree turns at high speed and high Gs. Rhodes took photos with a pocket Olympus camera. Object eventually adopted a horizontal high-speed course and disappeared over the horizon. Some forty-five minutes after the initial sighting, as the sun rose, the aircraft (making over 500 knots) flew under contrails left by the object; Rhodes estimated the contrails at approximately 100,000 feet and noted the contrail paths reflected the object's earlier maneuvers.
"TAJIK AIR CHIEF PILOT, AMCIT ED RHODES, AND HIS TWO AMERICAN PILOT COLLEAGUES REPORTED JANUARY 29 THAT, ON JANUARY 27, THEY HAD ENCOUNTERED A UFO WHILE FL YING AT 41,000 FEET IN THEIR BOEING 747SP AT LAT 45 NORTH AND LONG 55 EAST, OVER KAZAKHSTAN."
Why it matters: Establishes the witnesses, aircraft, altitude, date, and location of the encounter.

"THEY WATCHED THE OBJECT FOR SOME FORTY MINUTES AS IT MANEUVERED IN CIRCLES, CORKSCREWS AND MADE 90-DEGREE TURNS AT RAPID RATES OF SPEED AND UNDER VERY HIGH G'S."
Why it matters: Describes the flight characteristics that the witnesses considered inconsistent with conventional aircraft.
Page 2
"THEY DESCRIBED THE LIGHT IT EMITTED AS HAVING A "BOW WAVE" AND AS RESEMBLING A HIGH-SPEED PHOTO OF A BULLET IN FLIGHT, IN WHICH A VERY SMALL OBJECT GIVES OFF A MUCH LARGER TRAILING WAVE OF HEAT/LIGHT."
Why it matters: Distinctive optical signature reported by the crew.
Page 2
"RHODES ESTIMATED THE ALTITUDE OF THE CONTRAILS AT APPROXIMATELY 100,000 FEET, NOTING THAT THERE IS TOO LITTLE AIR/MOISTURE AT THAT EXTREME ALTITUDE TO ENABLE THE CREATION OF CONTRAILS BY THE PROPULSION MECHANISMS OF ORDINARY AIRCRAFT WHICH MIGHT BE ABLE TO REACH THAT HEIGHT."
Why it matters: Pilot's reasoning for why the contrails could not be from ordinary aircraft.
Page 2
"ON THE BASIS OF ITS SPEED AND MANEUVERABILITY, RHODES EXPRESSED THE OPINION, WHICH HIS CREW SEEMED TO SUPPORT, THAT THE OBJECT WAS EXTRATERRESTRIAL AND UNDER INTELLIGENT CONTROL."
Speaker: Ed Rhodes (paraphrased by cable)
Why it matters: Explicit witness conclusion that the object was extraterrestrial and intelligently controlled.

"COMMENT: WE HAVE NO OPINION AND REPORT THE ABOVE FOR WHAT IT MAY BE WORTH."

The cable is the second in a series of three State Department UAP cables released together (Papua New Guinea 1985, Kazakhstan 1994, Tbilisi 2001). The Tajik Air pilots are described as ex-PanAm. Photographs taken by Rhodes were promised to be forwarded to the embassy and to State's Tajikistan desk (Lowry Taylor) — not present in this release.
No. It was dark, and they saw only the light it emitted.
It is unknown. Rhodes said he would send them if they came out clearly, but the report does not confirm that he sent them.
The embassy raised the possibility that it was a meteor, but the crew rejected that explanation. The report offers no other explanation.
Speaker: AMEMBASSY DUSHANBE (Escudero)
Why it matters: Embassy's neutral framing — reports without endorsing.

A passenger plane was flying over Kazakhstan when its pilots spotted a bright light to the east. It approached from beyond the horizon, at an altitude higher than the aircraft. The crew could not make out what was inside the light.
For about 40 minutes, the light circled, made sharp turns, and disappeared beyond the horizon. Later, after the sun had risen, the plane passed beneath the trails the light had left in the sky. According to the report, the trails followed the light’s circles and turns. So what exactly did the pilots see, and were the photographs they took ever found?
The sighting took place in January 1994. Pilot Ed Rhodes recounted it to the U.S. Embassy. On board were Rhodes, a Tajik pilot, and two other American pilots.
The crew saw a light moving in circles, corkscrew-like loops, and sharp turns. Rhodes took several pictures with a small camera. He said he would send them to the embassy if they came out clearly. Because it was dark, none of the crew could make out the object’s shape.
They described the light as resembling a fast-moving projectile: a small point with a large wave of light or heat trailing behind it. After a while, it moved in a straight, fast trajectory and disappeared beyond the horizon.
About 45 minutes after the sighting, the plane passed beneath the trails the light had left behind. These are called trails: streaks left behind by an object in the sky. Rhodes estimated they were about 30 kilometers high. According to the report, the trails’ shape matched the circles and turns the light had made earlier.
The embassy raised the possibility that the object was a meteor, or a space rock entering the atmosphere. Rhodes and the crew rejected that explanation. They said they had seen meteors before and that this light was different. Rhodes believed the object was intelligently controlled and came from outside Earth.
The light’s identity is unknown, and the embassy did not determine what the pilots had seen. The report offers no other conventional explanation, and it is unclear whether the photographs came out clearly or were sent to the embassy.
The trails remained in the sky after the light disappeared. What left them there?
