The FBI File of Flying-Saucer Photos and Eyewitness Accounts
A new release reveals pages missing from earlier versions of a collection assembled over more than 20 years.
A new release reveals pages missing from earlier versions of a collection assembled over more than 20 years.
For more than 20 years, the FBI collected reports, accounts, and photos of unidentified flying objects in a single file. A new version includes pages that had not been disclosed before, but the released material does not explain what witnesses saw.
Section 8 of the FBI's 62-HQ-83894 case file on Flying Saucers, covering correspondence and reports primarily from mid-1954 through late 1957. The section compiles SAC field memoranda, Hoover correspondence with private citizens, reports on civilian saucer organizations (Detroit Flying Saucer Club, Civilian Research Interplanetary Flying Objects, A.P.R.O., Aerial Phenomena Research Group), individual contactee/percipient cases (Truman Bethurum, Mrs. Frances Swan and her telepathic 'AFFA'/'PONNAR' messages, Tod Kittredge, Wladyslaw Krasuski, Sylvia Richards), the Senator Richard B. Russell flying saucer sighting in the USSR (October 1955), and the OROP Desert Ea/Wilhelm Reich material. Also includes the CRIFO Newsletter of October 1, 1954, and a Lutheran pastor's tract correlating flying saucers with biblical scripture. Most items are FBI 'no jurisdiction' referrals to USAF OSI.
Wladyslaw Krasuski, Polish POW of Germans, observed circular vehicle 75-100 yards in diameter and ~14 feet high rise vertically over a 50-foot wall and move horizontally; tractor engine failed during sighting and on a separate occasion when a high-pitched whining noise was heard. Uninsulated metal cables (~1.5-2 in diameter) were observed on/under ground around an enclosure that was later removed and submerged after WWII.
Truman Bethurum claimed encounters with space explorers led by 'a ravishing woman commandant' in Nevada desert; allegedly aboard flying saucers on eleven occasions
Mrs. Frances Swan reported receiving telepathic messages from 'AFFA' (M-4, planet Uranus) and 'PONNAR' (L-11, planet Hatann) describing protection of Earth from atomic/hydrogen-bomb damage to the magnetic field and 'fault lines' in the Pacific. Swan, husband Guy, and daughter Dawlyn reportedly heard a left-ear buzzing tone signaling contact; messages received on schedule (8am, 12pm, 6pm).
F-94-C Starfire on 'active air defense intercept mission' for unidentified aircraft; cockpit became 'unbearably hot'; pilot ordered radar observer to bail out; jet crashed into auto and two buildings, killing four. Separately, residents reported a silvery balloon-like object over Utica; >1000 calls to Utica Press switchboard.
Violent explosion / crater 16 ft wide, 6 ft deep, 'looking like a bomb crater'; 500 phone calls to Logan PD; houses shaken, TV reception disturbed. Hill AFB and SLC reported no planes in area. La Paz/Williams/Hardy concluded crater was NOT produced by 'a conventional meteorite fall' and discontinued investigation.
Shower of white-hot metal pellets (size of dime to 50-cent piece) over 70x250 ft of pavement, melting holes ~1/4 inch deep into blacktop; resident heard explosion ~4:15 PM; Woodside Fire Chief 'completely mystified'; Sheriff Benassini said scraps appeared to come from a 'cylindrical object'.
Cigar-shaped / 'half-cigar' / 'clipped cone' object plummeted >1000 ft, then rose at tremendous speed; 'parked' in mid-air for several minutes; radar at Ciampino registered for 3 minutes. INS eyewitness Michael Chinigo described thunder/staccato explosions sound.
Astronomers Bartkus and McColm observed via 6-inch cassegrain telescope a spherical object ascending from Mare Humboldtianum area of moon between 10:35 and 11:15 PM; estimated diameter 12,500 ft (McColm's calculus). Object travelled >29' 30" of arc in 40 minutes; 'definitely in space, and in the same field as the moon'.
Senator Richard B. Russell observed greenish-yellow glowing ball rising rapidly from window of train; called other party members; second object observed minutes later. Col. Hathaway saw shadowy object with light at top center and rotating lights at base; testified object did not resemble any aircraft, rocket or missile he had ever seen. Soviet train guard pulled down shades 5-10 minutes after sighting.
FBI employee Sylvia Richards (GS-5, Name Check Unit) and her fiance Joseph Morris Jr. (NSA), driving at ~5 AM, startled by oval-shaped low-flying object (<25 ft above ground) approaching driver's side, light blue, with zig-zag pattern of lights, spinning; 'at least as wide as the highway' and 2-4 ft thick; passed over car, accelerated, veered off out of sight. Began raining ~30 min later.
Thomas Gamble (later true name Billy Thomas Gambill) called FBI at 11:35 PM reporting bright yellow light at ~2,000 ft altitude moving toward Baltimore; outpaced his 80 mph car. Two friends (Cecil Pew, Raymond Dixon) also saw it. Made no sound.
Tod Kittredge reported a spherical vehicle landed in his backyard on 7/16/56 splitting a large tree in two; on 7/30/56 vehicle returned and 'little green men' invited him to ride for ~20 minutes. Reported on a CBS television newscast showing the split tree.
Object between size of golf ball and fist fell into Mrs. Donald Blevins's yard; described as metallic ash, bright and hot when fell. Found by son.
Illinois State Police officers Calvin Showers and John Matulis sighted bright white light ~9 PM moving SW from Danville; pursued by car for 20 miles; light shifted bright-white/amber/orange. For a few seconds it 'seemed to affect both the receiver and transmitter of their FM two-way radio.'
Several residents and member of Old Brookville PD reported sighting two red lights hovering, evenly spaced and appearing joined; at one time lights 'lit up and seemed to cast a red dust or fog in surrounding air'.
Carl R. Keyser and wife observed 'silver circular or spherical shape' SE of residence at ~2:0 PM, ~45 degrees above horizon
Albert Allgeyer's bright yellow house trim turned 'washed-out brown, almost black'; Howard May (neighbor) and house across street similarly affected (both yellow trim). Kettering Lab attributed to hydrogen sulphide attacking lead in paints from Millcreek Valley emissions; Allgeyer 5 days later complained of extreme swelling of hands and eyelids.
Movie projectionist Franz Hoge (42) told DPA news agency he saw a flying saucer land in a field; cigar-shaped craft hovered ~6 ft above ground giving off blinding blue radiance; four creatures ~3.5 ft tall with thick-set bodies, oversized heads, delicate legs, in rubber-like clothing emerged.
""AFFA" is the Manager or the Commander of the ship M-4 which is from the planet Uranus and "Ponnar" is the Manager or the Commander of the ship L-11 which is from the planet Hatann."
Speaker: John Hutson (relating Frances Swan)
Why it matters: The named ETs and named planets ('Uranus' and the invented 'Hatann') in an FBI memo bound for OSI/ONI/G-2 — one of the most-cited contactee items in the FBI flying-saucer file.
Page 19
"These contacts with "AFFA" and "PONNAR" were for the purpose of protecting our own earth from destruction caused by the explosion of the atom bomb, hyrdrogen bomb, and wars of various kinds which they, "AFFA" and "PONNAR," say disrupt the magnetic field of force which surrounds the earth."
Why it matters: Cold War nuclear-anxiety theme woven into a contactee narrative the FBI nonetheless processed and circulated.
Page 15
"if physical contact were to be made, they would appear in a force which would consist of 5,000 "bells" or "flying saucers." According to Mrs. SWAN, these "bells" or "flying saucers" would appear over many nations of the world during the latter part of August 1954, and would come close enough to the earth so that they could be seen by man and that they in turn would be able to see people on the street."
Why it matters: A specific, falsifiable mass-sighting prediction circulated through Hoover to OSI.
Page 15
"Flying saucers "do exist" the Colonel told me, and he added, in effect, past contradictions were unfortunate."
Speaker: Leonard Stringfield, paraphrasing Lt. Col. John O'Mara, USAF Intelligence (Wright-Patterson)
Why it matters: A senior USAF Intelligence officer's alleged on-record admission to a civilian researcher, published in the CRIFO Newsletter Vol. 1 No. 7 (Oct 1, 1954).
Page 40
""WHEN ASKED if all saucers seen by Americans—700 a week—were U. S. aircraft, Lt, Col. O'Mara replied, 'Definitely not! Something does exist.'""

This is one of the highest-density 1954-1957 sections of FBI 62-HQ-83894 and is the canonical home of the Frances Swan / 'AFFA-PONNAR' material, the Senator Russell USSR sighting CIA/IAC handling, Stringfield's CRIFO Newsletter Oct 1, 1954 (with the O'Mara 'flying saucers do exist' admission), the Detroit Flying Saucer Club / Randall Cox / John Fry / Sandia claims, the Eva Reich / Wilhelm Reich OROP Desert Ea letter, the Krasuski 1944 Germany sighting (one of the few wartime cases the FBI distributed at NSC/CIA/G-2/ONI level), and the Sylvia Richards FBI-employee sighting near Henderson NC. Many serials reference adjacent sections; aggregate against Section 7 and Section 9 first. Non-FBI document texts (Cincinnati Times-Star 9/28/54, Cincinnati Post 10/11/54, CRIFO Newsletter Vol.1 No.7 entire, Detroit FSC open letter to Eisenhower 9/22/54, Rev. John Miller 'Whirling Wheels' tract, Sheriff of Polk County FL Aerial Phenomena Research Group form letter) are reproduced in full in this section and are themselves primary sources.
An unidentified flying object. The term does not say what the object was.
The released information does not describe the photos themselves. It notes that there are photographs from sites such as Oak Ridge, Tennessee.
The released information does not specify what the objects looked like or what investigators concluded.
Speaker: Leonard Stringfield (Cincinnati Times-Star, 9-28-54)
Why it matters: Public-press version of the same O'Mara statement, with a specific '700 a week' sighting figure.
Page 49
"The Air Force can't do anything to me. I'm claiming saucers are interplanetary."
Speaker: Leonard Stringfield (per FBI source Gunderman)
Why it matters: Stringfield's own anti-suppression posture, captured by FBI informant inside DuBois Co.
Page 37
"the crater was not produced by a conventional meteorite fall. For these reasons, operations have been discontinued"
Speaker: Williams, La Paz, Hardy joint statement (Salt Lake Tribune, May 7, 1954)
Why it matters: Three credentialed scientists publicly conclude crater is non-meteoritic and silently abandon the investigation.
Page 43
"Pentagon scare over the observance of two previously unobserved satellites orbiting the earth had dissipated with the identification of the objects as natural, not artificial satellites... Pentagon thought the Russians had beaten the U.S. to space operations."
Speaker: Aviation Week, August 23, 1954 (quoted in CRIFO Newsletter)
Why it matters: 1954 panic over unknown earth satellites — pre-Sputnik. La Paz subsequently denied any involvement in the Aviation Week story ('false in every particular insofar as reference to me is concerned').
Page 42
"this could have been any one of a number of things, including a jet copter... but that other members of the party should be interviewed and, meanwhile, the matter should be kept quiet to avoid concern on the part of the Russians which would result in limiting of United States travel in Russia."
Speaker: Intelligence Advisory Committee consensus (per Dulles, CIA), 10/18/55
Why it matters: IAC explicitly chose suppression of the Senator Russell USSR sighting for diplomatic reasons.
Page 119
"Colonel Hathaway believes that the object did not resemble any aircraft, rocket or missile that he had ever seen."
Speaker: CIA memorandum (Dr. Francis Clauser interview)
Why it matters: U.S. military officer corroborating witness with Sen. Russell rules out conventional aircraft.
Page 121
"It made no sound that she could hear... She described it as being oval shaped, being very bright and having a light blue color."
Speaker: FBI memo on Sylvia L. Richards (GS-5, Name Check Unit)
Why it matters: An FBI employee on the FBI's own staff is the eyewitness; her fiance is NSA — internal-personnel UAP report.
Page 132
"during 1944, while he was a German prisoner of war, he observed a vehicle described as circular in shape, seventy-five to one hundred yards in diameter, and approximately fourteen feet high. He stated the vehicle was observed to rise vertically to a height sufficient to clear a fifty-foot wall... the engine of a tractor failed to operate during this period"
Speaker: FBI letter, J. Edgar Hoover to J. Patrick Coyne, NSC, Nov 8, 1957
Why it matters: Hoover personally distributing a 1944 Nazi-era German saucer/EM-effect account to NSC, CIA Deputy Director (Plans), Army G-2, ONI, OSI, INS, and State.
Page 209
"I might have some information about the rocket in Texas. I heard about it on the Polish Radio Program. I would like to know to whom I could speak to."
Speaker: Wladyslaw Krasuski, letter to Robert Cutler, Nov 4, 1957
Why it matters: The trigger that brought the 1944 wartime sighting through NSC into FBI/CIA/Army/Navy/OSI distribution.
Page 205
"Dr. Hugh L. Dryden, Director of the National Advisory Committee for Aeronautics, had flatly stated there is no such thing as a flying saucer."
Speaker: United Press, March 14, 1957
Why it matters: NACA Director's flat denial in closed-door House Appropriations testimony of Feb 19, 1957 — high-level public-record dismissal as the FBI continues to forward saucer reports.
Page 174
"the Air Force has several thousand saucer scientists working on a research project, and that any military personnel working on the project are subject to immediate court-martial if they reveal any facts about it."
Speaker: Leonard Stringfield (per FBI source Gunderman)
Why it matters: 1954 allegation, recorded inside the FBI file, of a large secret USAF saucer program with court-martial enforcement.
Page 36
"OBJECT ALLEGEDLY OF METALLIC ASH OF SOME KIND, WAS BRIGHT AND HOT WHEN IT FELL... OBJECT ACCORDING TO OSI IS PART OF AN ORDINARY FLARE."
Speaker: FBI Houston SAC teletype
Why it matters: Typical FBI-to-OSI handoff with a quick conventional explanation.
Page 199
"Cox claims one John Fry, a technician now assigned to Sandia AF Base, New Mexico, has actually flown in a saucer from Sandia base to New York City, the round trip requiring only 30 minutes."
Speaker: FBI Detroit teletype 1-12-55 (Randall Cox interview)
Why it matters: An on-record claim that a Sandia AF Base technician had flown in a saucer; FBI records the claim without endorsing it.
Page 95
"If no investigation is forthcoming within a reasonably short time we are forced to use force;- to use the scientific power of the Energy which we have learnt to trigger ( storms, floods etc)"
Speaker: Eva Reich, M.D., letter to Leonard Stringfield, March 19, 1957
Why it matters: OROP Desert Ea / Wilhelm Reich faction issuing what FBI termed a 'vague threatened use of force' (weather-control via 'orgone energy'); FBI ordered Richmond to alert local Alexandria, VA officials.
Page 190
"Evidence points to the existence of a widespread conspiracy of those who want to maintain the status quo of the present world view, the atomic-mechanistic empty space hypothesis, the THEY in the background who want to kill all new knowledge by criminal means."
Speaker: Eva Reich, M.D., letter to Leonard Stringfield
Why it matters: Capture of an early 'they' / suppression conspiracy formulation tying UFOs to orgone-energy research, sent through CRIFO and into FBI records.
Page 189
"the most prominent, most detailed, and most appropriate name given these flying-ships or space-ships, and one which we would well adopt as the most scientific is, "WHIRLING WHEELS", as the reporter Ezekiel calls them"
Speaker: Rev. John Miller, S.T.M., 'Whirling Wheels' tract
Why it matters: Lutheran pastor's biblical/saucer correlation tract preserved in the FBI flying-saucer case file.

An FBI file gathered reports and accounts of unidentified flying objects. Alongside stories about flying saucers, it preserved photographs and investigative documents.
The reports were collected between 1947 and 1968. Now a more complete version of the file has been released, including pages that were not disclosed before. Only a few sections remain covered. This is not the story of a single incident, but a glimpse into a collection assembled over many years.
The file includes accounts from people who saw objects, as well as reports made public and records of investigations. Some concern incidents that drew considerable attention. The documents do not tell one story from beginning to end; they bring together different kinds of material.
The collection also includes reports by researchers, conference programs, and media coverage from the period. Alongside these are technical proposals for propulsion systems, or ideas about how a craft might move. The source does not describe the proposals, so it is impossible to know exactly what was suggested.
The file contains photographs from sites where objects were reported, including Oak Ridge, Tennessee. Their presence in the file shows that photographs were collected as part of the record, alongside accounts and documents. But the released information does not describe the photos or explain exactly what they show.
Some of the file had already appeared on the FBI website. In that version, more sections were covered, and several pages were missing. Now several pages that were previously classified have been released, and only a few sections remain redacted, or covered so they cannot be read.
The released information does not specify what the objects looked like or what investigators concluded about each report. Nor does it offer a conventional explanation for the cases themselves.
