Two Men Reported Seeing a Hat-Shaped Object Over Cuba
It hovered silently, then vanished rapidly toward the sea.
It hovered silently, then vanished rapidly toward the sea.
Two men in Cuba reported seeing a hat-shaped object hovering silently, then disappearing toward the sea. An FBI representative forwarded the report in case the Bureau was still interested in receiving such accounts.
Section 9 of FBI HQ file 62-83894 (the Bureau's master flying-saucer/UFO file), covering correspondence and internal memoranda from approximately November 1957 through July 1966. Bulk of the file consists of (1) Hoover form-letter replies declining citizen UFO inquiries and referring them to the Air Force Office of Special Investigations / Inspector General's office; (2) field-office reports on saucer enthusiast organizations (Inter-Continental Aerial Research Foundation/ICARF in Missouri; Aerial Phenomena Research Group of Robert J. Gribble in Seattle; Interplanetary Intelligence of Unidentified Flying Objects/IIOUFO in Oklahoma City); (3) extended documentation of two named incidents — the Joseph Perry 'pizza-shop telescope' photograph of February 1960 in Grand Blanc, Michigan, and the Lonnie Zamora landed-craft sighting at Socorro, New Mexico, on 24 April 1964 with a parallel Orlando Gallegos report at La Madera, NM, on 26 April 1964; (4) FBI engagement with prominent civilian UFO researchers (Donald E. Keyhoe of NICAP, Albert K. Bender / IFSB and the 'Three Men in Black' lore, Gray Barker, Leonard H. Stringfield, Larry W. Bryant, George W. Van Tassel); and (5) a recurring annual policy memorandum (1958–1963) reviewing whether new field instructions on UFOs are needed and ultimately discontinuing that yearly review in October 1963. Throughout, the Bureau's stated policy is that it does not investigate UFOs but immediately refers facts to the Air Force.
Air Force flooded with calls reporting unknown object 'looked like the moon' trailing 'a blue flame that pulsed like a heart' that allegedly landed near Vernal. Investigated immediately with negative results — no object located, no evidence of fall.
Two miners (named 'JO[unreadable] WIETO' and 'CARMELO[A]QUZMAN' in OCR) said they saw a flying disc 'in the shape of a man's hat' hovering silently over Matahambre for several minutes, then disappearing toward the sea at very high speed. Reported in Diario de la Marina 11/12/57.
Alleged sighting of an 'Unconventional Aerial Object' near Torrington at approximately 8:05 p.m. by Pomonic Gerardi 'in company with friends'. The Connecticut GOC Coordinator confirmed a sighting but neither he nor Gerardi knew of the supposed inquirer Delmaine H. Oveson of 'Electronics Service Unit 4, Roseau, Minnesota.'
Cluster of contemporaneous reports summarized in Roach-to-Belmont 11/12/57 memo: object landed in Nebraska with six occupants who 'talked to a Nebraska farmer and then sped off into space'; firey object across southern skies Albany GA to Miami FL; Coast Guard cutter sighted huge object over Gulf of Mexico; Southwestern motorists' car engines allegedly stopped by UFOs.
William P. Rhodes reported to Phoenix FBI on 4/30/47 (and brought negatives 8/30/47) that he photographed flying discs. Negatives accepted by SA J. Bailey Brower for Air Force intelligence and turned over to George Fugate, Jr. Rhodes asked for them back 4/17/50 but was redirected to USAF OSI San Francisco. Matter resurfaced 11/17/58 when the Arizona Republic ran a column quoting Rhodes that the FBI 'borrowed' but never returned the negatives.
At about 1:00 a.m. Joseph F. Perry photographed the moon through his home-made 2,840-power telescope using a 35 mm Retina German camera with Super Ansco color film (set 350-400 power). On developed slide a 'saucer-like object silhouetted against the moon' appeared, flat on the bottom, with a fluorescent glow and a vapor trail. Perry turned two slides over to the FBI Flint RA on 3/4/60; FBI immediately passed them to 25th OSI District / SA Louis Woiwade and on to Selfridge AFB. Perry wrote to President Eisenhower 3/21/60 asking for return. Air Force returned the slide to Perry on 5/3/60 with a letter explaining the object was 'actually a part of the negative which was not properly developed.' Dave Downey of Aerial Phenomenon Investigation Society said he intended to send it to Eastman Kodak for analysis.
George W. Van Tassel lectured to ~250 people (sponsored by Denver UFO Investigative Societies). Lecture was 'more of a religious-economics lecture rather than one of unidentified flying objects.' Van Tassel claimed personal contact with 'space people'; framed Bible as record of polar-tilt extraterrestrial colonization (Adam, Eve, Noah, Moses, Jesus from Mary as 'space person sent here already pregnant'); described 'crystal battery' rendering space people invisible; warned that atom-bomb tests are forcing another polar tilt and that space people will evacuate only those abiding by 'the Golden Rule.' SA Thomas Stephen Kelly attended undercover.
At ~9:00 a.m. Leonard H. Stringfield received an anonymous male phone call (firm, clear, good English) at GA 1-5100 (DuBois Chemical) saying 'We are calling all key and responsible people on this matter' and warning to 'expect the biggest flury of unidentified flying objects sightings as a result of Russian nuclear explosions in the one hundred megaton range.' Caller said: 'Mark these dates, October 15 to October 19, during which will be the greatest incident in UFO activity over the years' and 'I'll remain in touch with you, and will call back after the nineteenth.' Stringfield linked it to a 10/1/61 Cincinnati Enquirer 'Offbeat Washington' paragraph (Herald Tribune News Service) about Soviets possibly setting off 'an immense nuclear blast visible to hundreds of millions of people.'
Officer Lonnie Zamora of Socorro PD, while pursuing a speeder, saw a flame in the sky to the southwest, drove to investigate (suspecting dynamite-shack explosion), and saw in a depression ~800 feet away a whitish object he initially mistook for an overturned automobile, with two persons in apparent white coveralls beside it. After driving over rough road to within ~103 ft (and 20-25 ft higher), no persons were visible. He heard 2-3 loud thumps less than a second apart; then with a roar and bluish/orange flames the object vertically rose to about car height, the noise/flame stopped, and the object took off at high speed in a near-horizontal straight line, disappearing over a distant mountain. Object was oval, football-shaped, ~20 feet long, with a red insignia ~30" high x 24" wide centered on it. NMSP Sgt. M. S. Chavez and Undersheriff Jim Luckie quickly on scene; noted four small irregular smouldering areas plus four regular rectangular depressed areas (~16 x 6 inches) in a rectangular pattern averaging ~12 ft apart; no 'blast' effects; patches of unburned brown range grass between the burned spots. Captain R. T. Holder (USAF, Stallion Range Center) and SA D. Arthur Byrnes Jr. (FBI Albuquerque) arrived; Byrnes typed Zamora's statement under lengthy interrogation; charred-material sample retained at FBI Albuquerque office. Lt. Col. L. B. King (OSI Kirtland) said 'he cannot explain' Zamora's observations. Operation Cloud Gap (joint DoD / Arms Control & Disarmament Agency) was running in the SW states; military said incident was not part of any known military exercise.
Orlando Gallegos, age 35, of Santa Fe, visiting his father Frank Gallegos at La Madera, went outside to tend noisy horses and observed about 300 feet from the house something shaped like a butane tank, possibly 12-14 ft high and 'long as a telephone pole', apparently on the ground and surrounded with blue-white flame appearing to come from port holes. He watched ~1 minute until flame went out; object did not move and was silent. Capt. Martin Vigil (NMSP Espanola) examined site at 7:30 p.m. 4/26/64: scorched circular area ~30-40 ft diameter, one rectangular V-shaped indentation 8x12 in. and 3-4 in. deep, plus three more rectangular indentations and several smooth circular ground prints ~3.5 in. diameter. Major Conner (Kirtland) later visited and noted miscellaneous rubbish at the area; opined it 'may have been a dump' and that 'a can of paint, could have caught fire and exploded'; also noted 'GALLEGOS had an odor of alcohol about him.'
"Ever since the Russians released 'Sputnik' there has been a great increase in the number of 'flying saucers' and other unidentified flying objects (UFO) reportedly seen by people all over the U. S."
Speaker: R. R. Roach (memo to A. H. Belmont, 11/12/57)
Why it matters: FBI internal recognition that Sputnik (Oct 1957) drove a measurable spike in UFO reports.
Page 6
"An object had landed in Nebraska with six people aboard, the persons had talked to a Nebraska farmer and then sped off into space; a firey object was seen flashing across the southern skies from Albany, Georgia, to Miami, Florida; a Coast Guard cutter had sighted a huge object flying over the Gulf of Mexico, and persons in the Southwestern states while driving their cars have allegedly seen UFO's that caused the engines in their automobiles to stop."
Speaker: R. R. Roach memo, 11/12/57
Why it matters: Compact catalogue of late-1957 wave reports the FBI was tracking, including the now-classic 'engine-stop' motif.
Page 6
"The Air Force investigation has either gone underground, or else they have the answer and are hiding the fact from the public."
Speaker: Inter-Continental Aerial Research Foundation (ICARF) public notice, signed R. T. Stone
Why it matters: Early formal articulation of the 'cover-up' meme by a civilian filter-center promoter — caught FBI attention because the named director could not be located in the Independence, MO city directory.
Page 12
"It is not a function of this Bureau to make character investigations of individuals who have witnessed unidentified flying objects."
Speaker: John Edgar Hoover, letter to Maj. Donald E. Keyhoe (NICAP), 9/26/58
Why it matters: Hoover's direct, on-the-record disavowal of FBI character checks on UFO witnesses — issued in response to NICAP's pointed questions.
Page 46
"Possible communication with extraterrestrial vehicles from another planet, should the unidentified flying objects prove to be extraterrestrial, is not a function of the Federal Bureau of Investigation. This Bureau is, of course, interested in any aspect of any development which would affect the internal security of the United States."

Margin notation 'APPROPR. AND PROP. INFO. DENG OF FOIA EXEMPT(S) (b)(1)' on Hoover-to-OSI letter re Delmaine H. Oveson
Likely reason: FOIA exemption (b)(1) — classified national-defense information
Joseph Perry letterhead memo 3/9/60 — 'ALL INFORMATION CONTAINED [HEREIN IS UNCLASSIFIED]' stamp visible; portions of the OCR'd text are blanked / replaced with whitespace where original text lines are obscured
Likely reason: Routine declassification stamping; underlying content appears unredacted but partly illegible due to scan quality
Detroit airtel 4/11/60 marked 'ALL INFORMATION CONTAINED HEREIN IS UNCLASSIFIED'
Likely reason: Declassification review stamp; no substantive redaction visible in the OCR
Detroit airtel 5/20/60 again stamped 'ALL INFORMATION CONTAINED HEREIN IS UNCLASSIFIED'
Likely reason: Declassification review stamp
Heavily OCR-degraded letterhead memo from FBI Detroit 3/9/60 — multiple text blocks replaced with broken character runs
Likely reason: OCR artifact of a scanned page rather than redaction
FD-22 records-branch search slip for 'Delmaine H. OVESON' — handwritten searcher initials and file numbers
Likely reason: Internal index tracing — typically released with serial numbers visible; no overt black-bar redactions
Records branch FD-22 slips referencing file numbers 62-83894 et al. — selective hand-redaction of file numbers via overstrike
Section 9 spans roughly Nov 1957 - Jul 1966 and is dominated by (a) repetitive Hoover-jurisdiction declination letters, (b) the Joseph Perry Grand Blanc, MI photo case (pages ~105-167), (c) the Albert K. Bender / 'Three Men in Black' echo via Marck/Adamski/Ogden (pages ~69-83), (d) George W. Van Tassel's contactee theology captured by SA Kelly at Phipps Auditorium 4/17/60 (the same 4-page memo is reproduced four times across pages 148-163, suggesting carbon copies for OSI / multiple field offices), (e) Leonard H. Stringfield's anonymous 9/25/61 caller incident (also reproduced 4x), and (f) the Lonnie Zamora Socorro 4/24/64 incident plus the parallel Orlando Gallegos La Madera 4/26/64 incident — the FBI's most substantive on-the-ground UFO documentation in this section. Also notable: the file formally ends FBI's annual UFO policy review on 10/4/63 (Wannall memo). Larry W. Bryant's manuscript 'Let's Challenge the UFO Censors' (pages 242-249) is reproduced in full and contains a detailed account of his 9/17/63 interview by SA John S. Castles, with an FBI-side rebuttal memo (Jones to DeLoach 5/23/64). Page numbering in the JSON refers to the OCR'd PDF page numbers (1-290), not Bates numbers. OCR quality is highly variable: many pages are garbled or near-blank (e.g., pages 32-37, 105-107, 156-163 reproductions); names like 'Wieto'/'Guzman' on the Cuba 1957 sighting are partial OCR reconstructions and should be re-verified against the original PDF for any aggregation work.
The men reported seeing it over the Matahambre mining area, in Pinar del Río province.
The Bureau's representative in Havana forwarded it in case the Bureau was still interested in receiving such reports.
The FBI representative in Havana wrote that he did not conduct a local inquiry.
Speaker: John Edgar Hoover, letter to Donald E. Keyhoe, 9/26/58
Why it matters: Rare official Bureau acknowledgement that the extraterrestrial hypothesis is conceivable, while disclaiming jurisdiction unless internal security is implicated.
Page 46
"I knew what the saucers are."
Speaker: Albert K. Bender (1953), as recounted by C. H. Marck Jr. in 12/7/58 letter to FBI
Why it matters: Origin of the 'three men in black silenced Bender' lore, here entering the FBI file as a citizen complaint asking the Bureau to confirm or deny its involvement.
Page 72
"You have often wondered where the 3 men came from that silenced Bender. I can give you the answer because 3 men tried to silence George Adamski. Adamski tells me that the 3 men were from the FBI, Air Force Intelligence, and the Central Intelligence Agency. It was the man from the CIA who made the threats that were designed to shut Adamski up."
Speaker: Letter (attributed to Richard Ogden, Seattle) printed in Gray Barker's 'The Saucerian Bulletin' Vol. 3 #4, 10/15/58
Why it matters: Direct documentary source — quoted into the FBI file by Oklahoma City SAC — that named the FBI in the 'three men in black' legend, prompting multiple field interviews.
Page 69
"I am extremely interested in the 'Bender Affair'... the secret of the saucers lies the 'dreadful underground menace' that is threatening the world."
Speaker: C. H. Marck, Jr., letter to FBI 12/7/58
Why it matters: Earnest public conflation of UFO and 'hollow-earth/maritime-disappearance' memes addressed directly to Hoover.
Page 72
"From the admonishment given him by his mother for writing letters to such agencies as the FBI, it would appear that CLAUDE HAROLD MARCK is a 'chronic', living in a dream world of flying saucers and stories of the sea."
Speaker: SAC Phoenix interview report, 12/19/58
Why it matters: Characteristic FBI prose style for dispositioning UFO correspondents.
Page 79
"Get hold of White (Gen. Thomas D., Air Force chief of staff) and Hoover (J. Edgar, FBI chief) and tell them to give Joe Perry back his flying saucer."
Speaker: Allan R. Wilhelm (Flint Journal columnist), satirical hypothetical of Eisenhower's reaction, 3/27/60
Why it matters: Press treatment of the Joseph Perry slide controversy that pulled both Hoover and the AF Chief of Staff into a flying-saucer joke — preserved in the official file.
Page 123
"The only way I'll be satisfied if I don't get it back is if the Government tells me it's top secret."
Speaker: Joseph F. Perry (quoted in the Flint Journal, 3/27/60)
Why it matters: Citizen-photographer's leverage move that escalated into a letter to President Eisenhower.
Page 125
"He said that ADAM was not an individual but a race of men. He said that this race then intermarried with 'intelligent, upright walking animals,' which race was EVE."
Speaker: George W. Van Tassel, lecture at Phipps Auditorium 4/17/60 (paraphrased by SA Kelly)
Why it matters: FBI verbatim memo capture of foundational ancient-astronaut-style cosmology being preached to a 250-person Denver audience in 1960.
Page 149
"He said that the space people here on earth are equipped with a 'crystal battery' which generates a magnetic field about them which bends light waves so that they, the space people, appear invisible. He said this has resulted in ghost stories such as footsteps, doors opening, and other such phenomena."
Speaker: George W. Van Tassel, 4/17/60 Phipps Auditorium lecture
Why it matters: Concrete pseudo-technical claim that the FBI thought worth recording verbatim.
Page 150
"He said that the space people are prepared to evacuate those earth people who have abided by the 'Golden Rule' when the polar tilt occurs, but will leave the rest to perish."
Speaker: George W. Van Tassel, 4/17/60
Why it matters: Early documentation of evacuation/rapture-style contactee theology now common in UFO religion studies.
Page 150
"Mark these dates, October 15 to October 19, during which will be the greatest incident in UFO (Unidentified Flying Objects) activity over the years."
Speaker: Anonymous male caller to Leonard H. Stringfield, 9/25/61 (per Stringfield's report to FBI)
Why it matters: An anonymous tipster who specifically tied predicted UFO activity to anticipated Soviet 100-megaton-range nuclear tests — recorded in the FBI file.
Page 183
"We are calling all key and responsible people on this matter."
Speaker: Anonymous male caller to Stringfield, 9/25/61
Why it matters: Captures the social-engineering tone of the call and Stringfield's status as a privileged civilian UFO node (NICAP advisor; ADC sighting reporter).
Page 183
"LONNIE ZAMORA, CONSIDERED SOBER, DEPENDABLE, MATURE, NOT OF FANTASY, OFFICER OF POLICE DEPARTMENT SOCORRO, N.M."
Speaker: FBI Albuquerque urgent teletype to Director, 4/25/64
Why it matters: FBI's contemporaneous credibility assessment of one of the most-cited landed-UFO witnesses in U.S. history.
Page 226
"ZAMORA STATES OBJECT WAS OVAL SHAPED, SIMILAR TO FOOTBALL, POSSIBLY TWENTY FEET LONG, AND HAD A RED INSIGNIA ABOUT THIRTY INCHES HIGH AND TWO FEET WIDE, CENTERED ON OBJECT."
Speaker: FBI Albuquerque teletype, 4/25/64
Why it matters: FBI-channel record of the 'red insignia' detail that later became the focal point of the Socorro case literature.
Page 228
"An unusual observation made at the Socorro scene was that there appeared to be no 'blast' effects. Between the burned spots were unburned areas, including patches of unburned brown range grass."
Speaker: SA D. Arthur Byrnes Jr. (FBI Albuquerque), 4/28/64 airtel
Why it matters: FBI ground observation that the burn pattern did not match a conventional explosive event — recorded by an FBI agent personally on scene.
Page 235
"Lt. Col. L. B. KING, OSI, Kirtland Air Force Base (KAFB), Albuquerque, New Mexico, on 4/26/64, advised that he cannot explain the observations described by Officer LONNIE ZAMORA at Socorro, New Mexico."
Speaker: FBI Albuquerque airtel, 4/28/64
Why it matters: On-the-record USAF OSI inability to explain the Socorro incident, captured in FBI channels two days after the event.
Page 233
"If the FBI has any such data [on UFO sightings], it is probably of an intelligence nature and thus would be unavailable to the public and to private individuals."
Speaker: SA John S. Castles, 9/17/63 (as quoted by Larry W. Bryant in his 1964 manuscript)
Why it matters: A field SA's casual remark — disputed by FBI HQ as the 'wrong impression' — that hints at intelligence-grade UFO holdings.
Page 247
"I can assure you the photograph which you forwarded does not represent employees of this Bureau and the FBI has never had custody of an occupant from a foreign planet."
Speaker: John Edgar Hoover, letter to Ronnie Fox, 7/20/66 (also to Steven G. Gray, 7/21/66)
Why it matters: Hoover's flat, written denial — twice — that the FBI ever had custody of an extraterrestrial occupant, in response to citizens citing a Real magazine photo.
Page 281
"Since it does not appear that continuation of our yearly review of the flying saucer situation is warranted, no further analysis or review of matters coming within this field will be conducted in the future."
Speaker: W. R. Wannall to W. C. Sullivan, 10/4/63
Why it matters: Formal sunset of the FBI's annual UFO policy review (instituted 1958), grounded in zero complaints in 12 months and only one in 24 months.

Two men arrived in the town of Pinar del Río, Cuba, reporting that they had seen a hovering object. They came from the Matahambre mines, the area where they observed it. The object, they described, looked like a man's hat.
It remained airborne for several minutes without making a sound. Afterward, it moved very quickly toward the sea and disappeared. The story reached a Havana newspaper, and from there, it was forwarded to the FBI. The reason for the transfer was simple: the Bureau wanted to know if they were still interested in receiving such reports.
In November 1957, the daily newspaper "Diario de la Marina" published an item about what had happened. The report was based on an account from Pinar del Río, written the day before. The two men arrived in the town from the Matahambre mines, in Pinar del Río province, and stated they had seen the object over the mining area.
They described it as larger than regular aircraft seen in the area. The object flew silently, and after a few minutes, it rapidly vanished toward the sea. This was the full description that appeared in the newspaper; no further details about its appearance were provided.
An FBI representative in Havana forwarded the report to the main office in the United States. He wrote that the information was submitted to the Bureau in case it still wished to receive reports of such flying objects. The transfer does not mean that the Bureau verified the story or knew what was seen in the sky.
The tangible detail remains: an object that looked like a hat, hovered silently, and disappeared toward the sea. However, no one else corroborated the story with a similar report.
It is unknown what the two men saw, and no additional reports were received to confirm their statements. The FBI representative in Havana wrote that he did not conduct a local inquiry and offered no conventional explanation for what was described.
The object disappeared over Cuba, heading toward the sea. All that remained was a newspaper report.
