Chapter 1
The one who held back
When the Association of Worlds, a friendly club of hundreds of planets, discussed contacting Earth, one member held back. They're a very compassionate people. They just felt contact wouldn't change much, "due to the nature of humanity". So for about 15 years, they stayed out.
Chapter 2
Nothing like us
Most visitors who talk to Earth are distant cousins, with a head, two arms and two legs. Not the Neutrals. They share nothing with us. They're barely solid anymore. Even "the Neutrals" is just a placeholder name.
Chapter 3
Everyone, or no one
The Neutrals never decide by majority. Every single member has to agree. If even one holds back, nothing is decided. They also love careful protocol, and they look at the whole picture, never just one detail.
The verdict
A yes, in the end
Later, the Association asked them to take a fresh look at Earth. They agreed to check whether anything had changed. In the end they decided, unanimously of course, to interact. How? That stays a secret.
